Application: Used based on the site. The service contract sector covers a wide range of service tasks performed by contractors at the federal level. Excluded are construction, manufacturing or goods. The Service Contracts Act provides for the setting of rates of pay and ancillary benefits in force at the local level. In 1972, LIUNA succeeded in scheduling the SCA to also provide for the recognition of conventional wages and ancillary benefits, as they apply on the basis of a contract. Valid date: three to five years – 90% of contracts taking effect on October 1, at the same time as the federal government. National Construction Agreement (Brown Book) Parties: Laborers` International Union and individual employers.
