Students in the Reciprocity of Studies Agreement program must remain in a good academic position (2.0 or better GPA) and continue to make good academic progress towards entering the major or completing the requirements of the major program. Students must have an Associate degree from Garrett College. In cases where the student`s time to graduation would be unnecessarily extended by meeting the requirements of the Associate degree at Garrett College, the student may be considered for an early transfer to West Virginia University without an associate degree from Garrett College. Garrett College students may only be accepted to West Virginia University under this agreement if the student is applying for a program that is not available at Frostburg State University. Garrett College students who wish to enroll in engineering degree programs (excluding mechanical engineering) are also covered by this agreement. Please note that the WVU system will terminate its Academic Common Market (ACM) agreement for undergraduate students from the 2020 summer semester (WVU will continue to accept PhD students in ACM-approved programs). You will not be eligible to re-enrol in the ACM at WVU if you fail to continue enrolling in the Maryland Residency full-time and/or maintain a good academic reputation in the program for which you were certified. If you change majors even if the new major has participated in the ACM, or if you do not meet the university`s requirements for subsequent participation in the ACM, you will lose eligibility for the state exemption from study at WVU. A mutual agreement allows residents of one state to work in a neighboring state and at the same time pay taxes only to the resident state. This allows taxpayers to file a tax return (resident state) only when they apply for an exemption from the other state`s withholding taxes. If you are not claiming a tax exemption in the non-resident state, you may need to file a tax return to claim a refund of the taxes withheld.
